1930s, The Hotel Regis, which was destroyed by the earthquake in 1985.

Mexico city, probably 1929-1931 since Vikings were only sold in those years. The sign in the road says "No estacionar aqui" which translates to "Do not park here". The building in the background is Monumento a la Revolución. Thanks to Richard from Ottowa for the astute observations!
